I've installed InstaGiffer, and this is very nearly what I am looking for, however it's designed for simple, 3sec instagram clips. There are a couple programs that seem to have been abandoned about 8 years ago. I've searched SourceForge without any apparent luck. Choose Video to add a video from your files, choose Add Any URL to enter a YouTube or video URL or drag and drop a video file into the GIFMaker screen to get. I'd prefer something open-source, or at least reputable enough to ensure I have nothing to worry about. I understand that there are plenty of free, online video-to-GIF converters.
